The alleged incident happened at a nail salon in the 3700 block of Northwest 7th Street and involved Jocelyn and his ex-girlfriend who he’d been involved in a relationship with for around three years, an arrest report said.
The ex-girlfriend said Jocelyn had been continuously calling and texting her about their relationship and had recently discovered she’d been communicating with another male, the report said.
She said she told him to stop contacting her and warned him she’d call the police, but he showed up at the nail salon where she worked and confronted her.
The ex-girlfriend said Jocelyn asked her “are you really calling the police?” then pulled out a gun and shot her in the left thigh, the report said.
Surveillance footage obtained by NBC6 on Friday shows an argument before the masked gunman opens fire on the victim, who starts screaming.
The gunman is seen placing the gun on the ground briefly before picking it back up and running off, as the wounded victim starts bleeding and limping away.
A witness told investigators she was doing a client’s nails when she heard someone yelling “get out, get out” then heard a gunshot and saw the victim running to her booth while bleeding from her leg, the report said.
Jocelyn was later arrested and booked into jail. He appeared before a judge over the weekend who ordered him held without bond and to stay away from the alleged victim.
The report said Jocelyn and the ex-girlfriend have a closed domestic violence incident and he was served a risk protection order in May 2025.
