A man from North Carolina pleaded guilty to a murder-for-hire plot where he tried to have two people from Philadelphia killed, according to officials.
Xin Guang Guo, 48, of North Carolina, was arrested in October of 2025 after officials with the ATF were told that he planned to hire a hitman to kill his former business partner and the partner’s paramour.
As part of the investigation, detectives reviewed text messages written by Guo where he described his plans and gave identifying information about the victims.
Detectives also listened in on Guo’s phone calls where he explained that he would pay $15,000 for each death and planned to meet the person he thought was a hitman.
On Oct. 6, 2025, Guo met the suspected hitman in Philadelphia to give him $2,500 so the hitman could buy a gun.
The hitman Guo met with was actually an undercover ATF officer.
When Guo drove away in his car, he was stopped and arrested by the ATF without incident.
Guo is scheduled to be sentenced on July 15, 2026 and could face up to 20 years in prison.
