Governor Kathy Hochul is proposing a plan to lower car insurance rates in New York by cracking down on staged accidents and limiting payouts awarded by juries, while Democratic Assemblymember Jen Lunsford is proposing an alternative plan that would require insurance companies to get state approval to raise rates and protect the privacy and civil rights of New Yorkers.
