WOBURN, MASS. (WHDH) – Middlesex District Attorney Marian Ryan has released the findings of an independent investigation into a fatal crash involving a state police sergeant in Woburn in 2023.
Ryan commissioned the investigation in February. It was conducted by retired Superior Court Judge Thomas Drechsler. Drechsler interviewed 34 witnesses, including 30 current and four former employees.
The investigation looked into what officials within the District Attorney’s Office knew about the case, and when they knew it.
In March, a grand jury indicted State Police Sgt. Scott Quigley on a charge of felony motor vehicle homicide. The indictment alleges Quigley was drunk when he crashed his unmarked cruiser head-on into a wheelchair-accessible van on Lexington Street, injuring a man with developmental challenges. That man died in the hospital a month later.
7NEWS obtained body camera video of the crash from a defense attorney in another case Quigley investigated. That attorney alleges Quigley’s role in this crash and how it was investigated could impact his client’s case. That trial is now on hold as a result.
The independent investigation found another state police sergeant may have known Quigley to be drunk at the time of the crash, but did not disclose it properly.
That sergeant, who is now a lieutenant, told the District Attorney’s security director, “…what we had talked about, take that to the grave,” according to the findings.
That lieutenant and Sgt. Quigley declined to speak with Drechsler.
