According to the report, surveillance video showed Smith setting a pile of clothes on fire with a lighter and propellant outside a hardware store.
The fire department responded and extinguished the fire, which caused burn damage to the building.
A couple hours later, an officer spotted Smith, who matched the description of the woman from the surveillance video, the report said.
The video of the fire being set and another showing the arrest of Smith were released by police on Wednesday.
Smith denied setting the fire but was booked into jail, the report said.
