Nearly 400 letters have now gone out to liquor license holders across St. Louis County and county officials estimate this could impact close to 2,000 locations. The warning centers around what are known as Video Lottery Terminals or VLTs, machines that until now have been operating in bars, restaurants and gas stations across Missouri.
