A teacher with the Philadelphia School District has been reassigned after being accused of watching people using the restroom inside a Target.
Sources tell NBC10 that officials from the Philadelphia School District contacted the police regarding Naphis Glover, 30, after it was revealed that he had been charged with invasion of privacy and harassment.
According to court documents, earlier this year Abington Police responded to the Target located at 1495 Old York Road, for reports of a man, identified as Glover, invading people’s privacy in the men’s restroom.
An investigation revealed that on Dec. 28, 2025, a victim reported seeing Glover repeatedly looking through a crack in the restroom stall at Target while the victim was using it. Then, on Jan. 10, a witness stated that a child was using one of the stalls in the men’s restroom and saw Glover looking over the stall doors to watch the victim.
Glover has not yet been arrested, however he was sent a citation to appear in court and a hearing is set for May 14, 2026.
Parents of children at A. L. Fitzpatrick School have informed NBC10 that Glover is a current teacher there and recently discussed a trip abroad he had been organizing.
Dennis McAndrews, a former prosecutor and now a defense attorney, has extensive knowledge of educational law.
“It’s the obligation of school officials to protect students,” said McAndrews. “And whenever they have a report of any kind of immorality or danger to students they need to take disciplinary action and its needs to be undertaken by investigation and proceeding quickly.”
McAndrews adds, “Usually when this occurs a school district will suspend the teacher and then begin disciplinary investigation and proceedings as per the collective bargaining agreement.”
Jennifer Scanlan, Principal of A. L. Fitzpatrick School shared the following statement regarding the investigation:
“I am writing to inform you that we have been made aware of an alleged incident that took place off school grounds involving one of our employees. The employee has been reassigned pending an investigation. Please be assured that we are working under the guidance of the School District of Philadelphia to monitor the situation closely, as it develops.
Our primary focus at this time is maintaining the safety and well-being of all members of our school community. We are committed to ensuring that our campus remains a secure environment where teaching and learning can continue without disruption.
I understand that news of this nature can be concerning. While I cannot share specific details at this stage of the investigation, I am committed to transparency. Once additional information is available and verified, I will share an update with the school community.

Police advised anyone who believes they were victimized by Glover to contact their local police department.
