The man accused of fleeing law enforcement before crashing into an Uber and killing the passenger turned himself into police on Tuesday.
NBC10 crews captured the moments that Joseph Cini, 35, walked into Philadelphia police headquarters in Philadelphia on Dec. 16.
This all began on Monday, Dec. 15, 2025, at 7:14 a.m. on the 900 block of North Watts Street when members of the Philadelphia Sheriff’s Office attempted to serve a warrant against Cini for an alleged domestic assault.
Cini then fled the scene in a Nissan Maxima, traveling eastbound on Girard Avenue from Watts Street, police said.
As he drove away, Cini crashed into an Uber, a red Jeep Patriot, according to investigators. Cini then fled the scene on foot northbound on 8th Street.
A 63-year-old woman who was a passenger inside the Uber was pronounced dead at the scene at 7:24 a.m. The Uber driver, a 51-year-old man, was taken to Temple University Hospital where he was placed in stable condition.
