A sex trafficker shot his rival in Norristown, Pennsylvania, leading to the arrests of both men as well as the discovery of weapons and a victim of both suspects, investigators said.
The investigation began on Feb. 13, 2026, at 7:24 p.m. when police responded to a reported shooting on the 400 block of Sandy Street in Norristown. When police arrived, they found Fernando Meza-Ramirez, 42, of Corona, New York, inside a Toyota RAV4 that was riddled with bullets.
Meza-Ramirez had been shot in the thigh. He told police someone followed him as he drove to Norristown, pulled over next to him on Sandy Street and then opened fire. Meza-Ramirez was then taken to the hospital for treatment.
Both Montgomery County detectives and Norristown police interviewed Meza-Ramirez and noticed several signs that he was involved in human trafficking, including business cards with photos of scantily clad women that offered sex services, investigators said.
Investigators later determined Meza-Ramirez was a Mexican national who was in the country illegally and that he worked as a human trafficker, locating and driving women from New York City to Norristown for the purpose of prostitution.
Investigators also determined Meza-Ramirez was involved in a turf war with 24-year-old Efran Flores-Rodriguez, a rival sex trafficker who lived in Norristown, according to the criminal complaint.
A witness told investigators Flores-Rodriguez was in a white Acura TLX on the night of the shooting when he spotted Meza-Ramirez’s vehicle on Lafayette Street in Norristown and then followed him to Sandy Street. Once Meza-Ramirez pulled over, the driver of the Acura pulled up next to him, investigators said. Flores-Rodriguez – who was in the backseat of the Acura — then pulled out a gun and opened fire, shooting Meza-Ramirez, according to officials.
Police also determined the Acura had been stolen from a parking lot in Norristown at some point overnight between Feb. 12 and Feb. 13.
On Feb. 17, detectives executed a search warrant at Flores-Rodriguez’s home on Jacoby Street in Norristown. During the search, they found the Acura involved in the shooting as well as two loaded semi-automatic weapons, investigators said. They also found a victim of Flores-Rodriguez’s sex trafficking operation inside the home, according to officials.
The woman told investigators she had been picked up from her home in Flushing, New York, on Feb. 16, 2026, and driven to Norristown. The woman also told investigators that Flores-Rodriguez – who she referred to as “Guerro” – was involved in the sex trafficking of women. The woman said “Guerro” provided her with a room at the Norristown home Monday through Saturday and transported male clients to her each day for sex.
The woman told police she received half of the week’s wages from “Guerro.” She also said she had previously worked for Meza-Ramirez who she referred to as “Leo” and knew he had been operating a sex trafficking operation in Norristown for the past five or six years, investigators said.
Flores-Rodriguez was arrested on Feb. 17 and charged with attempted murder, trafficking individuals, involuntary servitude, recklessly endangering another person and firearms not to be carried without a license. He was arraigned on Feb. 18 by a judge who denied bail. He was remanded to the Montgomery County Correctional Facility.
Meza-Ramirez was also arrested on Feb. 17 and charged with trafficking individuals and involuntary servitude. He was also denied bail and remanded to the Montgomery County Correctional Facility.
A preliminary hearing for both men is scheduled for April 10, 2026.
Online court records don’t list attorneys who could speak on behalf of either suspect.
